Paul is a Surface Water Engineer with consulting expertise in stormwater compliance, water resources management, and hydrologic and hydraulic modeling. His experience spans across Southern California, with applied knowledge of municipal and regional design standards related to drainage and water quality.

Paul is skilled at developing and implementing multi-benefit stormwater projects, including LID, channel improvement designs, and flood risk mitigation strategies. He has extensive experience conducting FEMA floodplain studies, preparing stormwater project feasibility studies, managing data-driven assessments, and leading regulatory compliance efforts for MS4 permits, TMDLs, and watershed management programs. He is adept at working with public agencies and private sector clients to develop engineering solutions that enhance water quality and provide flood resilience. Paul additionally has a strong background in GIS data management and visualization, to support informed decision-making.

Paul has TWO bachelor’s degrees: BA in Economics & International Relations from Boston University, and BSc in Civil Engineering from Temple University. And that’s how he made his way to a career in California water resources. Outside of work, Paul loves cooking, hiking, learning languages, and spending time with his wife and son.
